In this particular instance, Microsoft didn’t disable anything, the POSIX version they implemented in Windows NT 4.0 didn’t define any APIs for network or disk access. The POSIX people assumed you would use Unix-like for networking or filesystem access, but that wasn’t defined anywhere in the spec, so Microsoft called the bluff and never implemented any Unix-like APIs for networking or filesystem access, they implemented the POSIX spec to meet government requirements and just that.
